The problem is that dlg_config.h is not the same in all architectures.
To be precise, the following diffoscope command:

diffoscope libdialog-dev_1.3-20260107-1_armhf.deb libdialog-dev_1.3-20260107-1_amd64.deb

shows this difference in dlg_config.h:

+#define DLG_SYSTEM_NAME "linux-gnu"

Should I just drop the "Multi-Arch: same" field or maybe there is
something else we could do?

That symbol isn't actually used in dialog (it is an artifact of the
configure script, which puts all of the detected #define's in the file).

So you could tweak the debian/rules to delete that line :-)
