git-changelog declares a Conflict with git-extras. Policy section 10.1
requires that this is reserved for cases where different packages
implement the same functionality. However, git changelog behaves quite
differently between those two packages. If you compare
`git changelog -h` (from git-changelog) to `git changelog --help` (from
git-extras), you immediately observe that there is little overlap in
options. Indeed, using --help on git-extras or -h on git-changelog gives
different results even. It is fairly obvious that these do not provide
the same functionality.

It also is clear that this kind of bug is contentious. For instance, a
similar conflict about rename (util-linux vs perl) was brought to the
CTTE as #966468. There, it was ruled that neither the Conflict nor
alternatives mechanism could be used. I argue that this case is very
similar.

given that I've not heard from you, I went a head renaming git-changelog
in git-extras to git-changelog-extras and uploaded it to delayed-5.

 Cancel your NMU. It needs a consensus, not a forced rename.

 As noted, forced renaming is not an option. It would break existing
scripts, user expectations, etc. File conflict means setting package
conflicts. As Helmut pointed out, usage of git-changelog doesn't fully
overlap. If you want to rename git-changelog, do it in your package;
it is much younger, users don't have the habit to use that
functionality it provides with the current name.
