Dear maintainer(s),

I noticed that package abi-compliance-checker recommends ctags, which is
not in the last position of a group.

The virtual package ctags is provided by exuberant-ctags and
universal-ctags.

As far as I know: in order to make "apt"/tools install one of those, a
concrete package should be recommended and the virtual package be the
last one in the group.
