I request an adopter for the libmseed, mseed2sac, and sac2mseed
packages, which ideally should be maintained by the same person.

The libmseed package description is:
 Provides a framework for manipulation of SEED (Standard for the Exchange
 of Earthquake Data) data records.
 .
 This package includes development files for compiling against libmseed.

I am not involved in seismology anymore, so I am not using this package.
I've been doing "blind" maintenance for some time now, without being an
actual user, which is not ideal. I hope an user will step up, but I'd
also be happy to hand over maintenance to a motivated Debian developer
(including a prospective one) willing to take care of this library and
related tools.

The packaging is simple and suitable for a new maintainer. Upstream
activity is low, but I remember that a "version 3" rewrite was in the
works a few years ago; I don't know how that initiative ended.

I intend to adopt the libmseed, mseed2sac and sac2mseed packages as a small
coordinated stack, following the request in this RFA.

Paride Legovini has kindly agreed to review and sponsor the work. I am
starting
with small changes through Salsa merge requests under Debian Science.
