I request an adopter for the libmseed, mseed2sac, and sac2mseed
packages, which ideally should be maintained by the same person.

The libmseed package description is:
 Provides a framework for manipulation of SEED (Standard for the Exchange
 of Earthquake Data) data records.
 .
 This package includes development files for compiling against libmseed.

I am not involved in seismology anymore, so I am not using this package.
I've been doing "blind" maintenance for some time now, without being an
actual user, which is not ideal. I hope an user will step up, but I'd
also be happy to hand over maintenance to a motivated Debian developer
(including a prospective one) willing to take care of this library and
related tools.

The packaging is simple and suitable for a new maintainer. Upstream
activity is low, but I remember that a "version 3" rewrite was in the
works a few years ago; I don't know how that initiative ended.

I intend to adopt the libmseed, mseed2sac and sac2mseed packages as a small
coordinated stack, following the request in this RFA.

Paride Legovini has kindly agreed to review and sponsor the work. I am
starting
with small changes through Salsa merge requests under Debian Science.

I have prepared libmseed 2.19.9-1 as part of the adoption tracked in
#1135089, and I would appreciate a review and sponsorship for the upload.

The update imports upstream 2.19.9, refreshes the packaging metadata,
moves to debhelper compat 14, and adds an autopkgtest for the forced
packing byte order regression fixed in this upstream release. It also
contains a small manpage fix forwarded upstream:

Validation completed:

   * source package build: pass;
   * sbuild in unstable-amd64-sbuild: pass;
   * autopkgtest: msview, msrepack and forced-byteorder all pass;
   * lintian -EvIL +pedantic with unstable's Lintian 2.141.0: no
     actionable errors or warnings;
   * Salsa CI: pass:

The changelog remains UNRELEASED in accordance with the Debian Science
team policy. I am not a DM or DD, so I need a sponsor for the upload.
