Hi,

I noticed that packages that have a watch file of this format fail on
qa.debian.org:

Template: GitHub
Dist: https://github.com/marusama/semaphore

They fail on error:

Devscripts::Uscan::Templates::Github failed: Missing owner at
/srv/udd.debian.org/udd/vendor/devscripts/lib/Devscripts/Uscan/Templates/Github.pm
line 10.

The watch file GitHub template syntax is perfectly valid, it works
locally, on Salsa CI and it follows docs at
https://manpages.debian.org/unstable/devscripts/uscan-templates.5.en.html

Could the reason be that the uscan version on qa.debian.org is too old?

Can you please update it to latest version 2.25.15+deb13u1 or 2.26.7~bpo13+1?
