#1135532 pygame: consider switching to pygame-ce fork as upstream for src:pygame

pygame seems to have had governance issues that led to a fork (pygame-ce),
and the original pygame doesn't seem to be keeping up well with
behaviour changes to private implementation details of SDL2/sdl2-compat
(for example the patch for #1123947 hasn't been applied upstream, and
there's also #1135448). Perhaps Debian should migrate to pygame-ce as
the upstream for our src:pygame package?

(I am not a pygame user or developer, so this is not my decision to
make, and if I do a team upload to adjust to SDL changes it'll be via
minimal patches to keep it on life-support rather than by making a
change this intrusive.)

See #1042567 for my opinion as pygame maintainer. I'm also unsure at
this point how far pygame-ce has diverged from pygame, and whether
migrating to -ce is compatible with the existing pygame-based games in
the archive (and I suspect that many of those pygame games are dead
upstream so that's even more work for us).
