kicad upstream has a script to generate symbols from csvs:
kicad-library-utils/symbol-generators/from_csv_generator.py

It would be nice if one of the debian packages would include this script,
probably kicad-symbols

To me best would be to get this all integrated into the KiCad source
code as these tools are also related to KiCad.

It sounds like kicad-library-utils should be packaged its own source package.
I can do that if no one else wants to. I'll file an ITP in the next few days.
