applications using openMPI which in turn uses libpsm2-2 fail with
"SIGILL, Illegal instruction".

The reason is that libpsm2 detects support for AVX instructions itself.
Hence, a package build on a system with newer processors will not run on
older hardware.

The following example is from Intel(R) Xeon(R) CPU X5670 (Westmere):

The AVX detection is done in buildflags.mak

There is a bug report for the Ubuntu package, which is a rebuild 
of the Debian package

Note: I've encountered this on Ubuntu 26.04

The patch below disable AVX completely. This is untested and might not
work if I understand
