Dear maintainer,

I intend to salvage the testdisk package, following the package
salvaging process described in the Developer's Reference, section
5.12, and https://wiki.debian.org/PackageSalvaging

The package appears to meet the salvaging criteria:

* The last maintainer upload was 7.1-5 (2019). All uploads since
then have been NMUs.
* Previous NMUs were not acknowledged by a maintainer upload.
* Bug #807095 (splitting PhotoRec/QPhotoRec into separate binary
packages) has been open since 2015.
* A new upstream version (7.3-WIP) is available and unpackaged.

The plan I intend to follow as new maintainer:

* Continue packaging in Salsa and modernize it (Standards-Version,
current lintian warnings).
* Split the binary package to close #807095.
* Continue packaging next releases.

If you are still interested in maintaining testdisk, please reply as soon as possible
within 21 days and I will happily step back, and I hope this did not cause any trouble.

After that, I can proceed with a salvage upload via sponsors after
the waiting period, as per the process.
