To support bug 1139252 (updating fwupd in bookworm for supporting CA updates)
libjcat needs to be bumped to libjcat 0.2.3 which is in Trixie.

All that is needed is adding a new changelog entry and building for bookworm.

Let's add the right tags here.

Control: tag -1 confirmed

As a backport the version needs to sort between unstable/testing and
current bookworm; it should be ~deb12u1 not +deb12u1.

With that fix please go ahead.
