For using dpkg-architecture in preinst, you must have Pre-Depends:
dpkg-dev. More likely though, this is not the right solution.

I looked into the preinst and see that the diversion path is computed
using dpkg-architecture at runtime. This will be wrong when the package
is installed for a foreign architecture. Instead, please interpolate the
maintainer scripts at build time.
