I think the bug here is that we probably should still include the
Priority field for uploads to Debian 12, although it shouldn't be
needed for Debian 13.

Yes, this is exactly what happened. In the backports for trixie
we're actually adding the field back, and we should have done it for
bookworm as well, this was an oversight.

How to proceed now? It's very unlikely that we're going to have
another security update of this package for bookworm.

Can I upload the fixed package directly to bookworm-proposed-updates?

I think you could handle this fix as a regular stable update and get
it into the final Debian 13 point release. I don't think you need
permission to upload this to the queue.
