Hi,

I would expect "debchange -r XX" to *either*

append the XX to the existing UNRELEASED entry before finalizing it
(or create a new entry with XX, if there is no "unreleased" thing)

*or*

complain that "-r" is purely for releasing and doesn't take a non-option argument.

As it is, the argument is silently ignored, which is not a good idea in general.
