Trying to follow @rms@mastodon.xyz from @jeffcliff@shitposter.world

I know that my server (shitposter.world) is limited [or something] by
the server  (mastodon.xyz)
so, from past experience, if I try to follow @rms@mastodon.xyz, it
doesn't actually work [on
the server side using any UI]

however.

this shouldn't happen

$ toot follow @rms@mastodon.xyz
✓ You are now following @rms@mastodon.xyz

I'm not actually following @rms@mastodon.xyz after this command.  It
sends a follow request probably
but this request is never actually acknowledged and accepted.  This
message should be something more
like "follow request sent, check profile to see if it went through" or
something.

Note this is a separate but related bug to #1038629
