It is possible to enable legacy X11 behavior in settings but this setting is not enabled by default and "flameshot gui" will not launch and complains about dbus errors.

Installing xdg-desktop-portal or selecting legacy X11 behavior resolves the issue but there is no changelog in the package advising users of this issue.

I have xdg-d-p installed with -gtk as well, and flameshot still does not
start.

There needs to be a NEWS.Debian file to introduce such a breaking
change, and better yet: migration steps.

We believe that the bug you reported is fixed in the latest version of
flameshot, which is due to be installed in the Debian FTP archive.
