Dear Maintainers,

I would like to report a rendering issue affecting the Plymouth offline
update screen in Debian 13 (Trixie).

When installing updates from GNOME Software using "Restart & Install",
the system reboots into the Plymouth offline update screen. The update
progress indicator (for example, "11%") is displayed correctly, but the
Chinese status message is rendered as square boxes (tofu) instead of
readable Chinese characters.

This issue occurs only during the offline update screen. It is NOT the
LUKS unlock prompt.

System information:

 * Debian 13 (Trixie)
 * GNOME desktop
 * Plymouth 24.004.60-5
 * Default Plymouth theme: ceratopsian
 * Locale: zh_CN.UTF-8

Observations:

 * The offline update process completes successfully.
 * Only the Chinese text is rendered incorrectly.
 * The percentage indicator and graphics are displayed normally.
 * Chinese text displays correctly in the desktop environment.
 * This problem is reproducible every time an offline update is performed.

Additional information:

 * fonts-noto and fonts-noto-cjk are installed.
 * The issue only appears in the Plymouth offline update screen.

I have attached a photo showing the issue.

Expected result:

The offline update status message should be displayed correctly in
Chinese.

Actual result:

The Chinese status message is displayed as square boxes (tofu), while
the progress percentage is shown correctly.

If this issue belongs to another package (such as desktop-base or
PackageKit), please feel free to reassign it.
