The systemd service fails on restart. It complains that opennds is still
running. After it has failed, then it can be started again. Here is the jounal
of a test machine:

which is weird, because the script that is called
('/usr/lib/opennds/dnsconfig.sh reload_only') actually succeeds according to the
exit code (I've enabled the trace to see why it fails).
