I attach a few patches to refresh packaging of apt-transport-tor.

It silences a few lintian complaints too.

I am happy merge them. If not public then `git format-patch` should
produce files I could apply as well.

I am asking as there isn't metadata like an authors name or individual
descriptions readily available, so to apply those as-is I could only
us your mail address from the mails from & invent some text myself.
