I request permission to do the transition for poppler 26.07

Poppler bumps the soname with every monthly release. This is the
July 2026 release (libpoppler156 -> libpoppler162)

poppler 26.07.0-1 is in experimental, accepted and built on all release
architectures (except riscv64, which is still in the build queue)

Yes. I rebuilt all reverse dependencies against poppler 26.07.0 locally.
Some rebuilds are fine and only need binNMUs, but most fail to build not
because of the SONAME bump itself but because of upstream API changes in
poppler

I have filed bugs against every failing rdep and prepared patches for
all of them except scribus (I'm still working on it). The patches apply
and build against the new poppler now, but I made the patches
backward-compatible so they can be applied ahead of the transition.
