Hi,

In addition to the ORC issue (#1142734), gst-plugins-bad1.0 fails to
build from source on the new riscv64 build daemons due to timing issues.
While they are overall faster, the fact that they have 8 cores instead
of 4 cores causes the gst-plugins-bad:elements_mpegtsmux test to
timeout [1]. Running the build on the same hardware with
DEB_BUILD_OPTIONS="parallel=4" makes it succeed.

I have found that the easiest way to fix the issue is to use the
CK_TIMEOUT_MULTIPLIER function of meson, like in this patch:
