sqlite-migrate has a FTBFS (#1143374) which brought my attention to
the package again. Looking upstream for a fix, I found that the entire
package is deprecated since July 7th:

This package was introduced for the llm package, which should now
support sqlite-utils 4 properly. As far as I can tell, llm is the only
rdep of this package, so it should be fine to remove when 0.32rc2 hits
unstable (any minute now).
