ISC EOL'ed isc-dhcp on October 2022 [0], and it was not removed from
trixie (while it was testing) because we failed to switch reverse
dependencies to other alternatives.  Given the status upstream, it was
declared without security support in trixie.

As of today, isc-dhcp is not present in testing (forky) and there are no
reverse dependencies remaining. I think isc-dhcp should be removed from
unstable.
