ffmpeg 9.0 was released with the typcial SONAME bumps of all shared
libraries. This bug is to track the progress of the transition.

I think this issue is fixed, at least, I cannot reproduce it with
1.28.7 now that ffmpeg 9.0 is already in sid.

There is another bug in testing, so I'll keep this until the
avaudecenc test is fixed and the build has been restored.
