Dear Maintainer,

While libtrantor1 depends on libssl3t64, the package does not link
against it and I could not find a dlopen call within the source code to
justify the hard coded dependency.

I tried to get some context by going through the package history and all
I found was

https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1067401 and
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1079626, which were
closed without much context there.

I am wondering why we are not linking against openssl here. Also, what
am I missing there? Why do we directly depend on the library?

Since this will be part of the openssl4 transition, I bumped the
hardcoded dependency in Ubuntu to depend on libssl4.
