#1145103 cgit: upgrade to new upstream release 1.3.1

Dear Maintainer,

cgit has released upstream version 1.3 in the beginning of 2026, and now
1.3.1, which is welcome after 6 years without a release tag after 1.2.3
[1].

This 1.3 release is now what is used on the main cgit user that I know
which is the kernel.org instance [2].

As a happy user of cgit please consider upgrading the package to 1.3.1;
I can help with the packaging and eventually propose the upgrade if
there are some means I can join the cgit team, which would be better
than a QA upload.

Hi Agathe,

Thank you for the report and offering to help! I should be fine with
the upload of cgit 1.3.1 to unstable; but seeing that you are a DD,
would you be open to uploading cgit to trixie-backports once 1.3.1 has
reached testing? I only have DM permission to upload cgit to unstable.
