The golang-github-btcsuite-btcd-btcec package ships upstream code from
2016.  It has no reverse dependencies in Debian.

The upstream project IS active however the go.mod namespace changed to
github.com/btcsuite/btcd/btcec/v2 so if this ever becomes relevant for
an upgrade, it should be packaged under a different source package name.

This removal request is part of a larger batch to remove 100+ unused
golang-*-dev packages from Debian.  I believe the QA cost associated
with keeping all of them is larger than the cost of (hopefully extremely
rare) re-introduction of any accidentally removed package if there is
ever any future need for it.  Meanwhile, I don't think it is useful to
keep this package in Debian.
