Dear maintainers,

I am preparing a rust-rusqlite transition, which I'd like to upload today.

bobby already has adjust-rusqlite-version+features.patch which downgrades rusqlite. That patch needs to be modified to state 0.40.0, and the fallible_uint feature needs to be added.

I have attached a debdiff fixing this.
