The golang-github-cznic-bufs package ships upstream code from 2014 and
appears unmaintained.  It has no reverse dependencies in Debian.

The upstream project was archived in 2018:

   github.com/cznic/bufs has moved to modernc.org/bufs (vcs).
   Please update your import paths to modernc.org/bufs.
   This repo is now archived.

Thus following the Go team naming policy, if needed it should be
packaged under a different source package name.

This removal request is part of a larger batch to remove 100+ unused
golang-*-dev packages from Debian.  I believe the QA cost associated
with keeping all of them is larger than the cost of (hopefully extremely
rare) re-introduction of any accidentally removed package if there is
ever any future need for it.  Meanwhile, I don't think it is useful to
keep this package in Debian.
