Hi,

This introduces rust-cbindgen-web to trixie, like we did in the past
(#1114821). Our approach is the same, rename it, only provide
bin:cbindgen-web, and use vendored dependencies.

I have uploaded the package to NEW. Attached is the filtered debdiff
(which excludes debian/vendor/).
