Here is another package where we can work on to reduce the key package set.

Please mark python3-testscenarios & python3-testtools build-deps as <!nocheck>
to allow to drop those two from the key package set.

this?

Please keep each commit tightly focussed with an accurate description of
its effect. (I don't expect you would need more than one commit for the
main effect of this.)

One of the commits can also add an entry in the packaging changelog; please
see the existing changelog entries as a guide.
