This library can’t be upgraded because of missing dependencies:

Maybe the other libraries are on their way.

Hi,

The problem is that your apt has picked up the newly-uploaded 10.48-1 of
the libpcre2 libraries, but not libpcre2-dev. If you install version
10.48-1 of libpcre2-dev it should all work.

All these packages were uploaded at once, so I think you were just
unlucky with a mirror run to have ended up with not all of them in sid
at the same time.
