Hi,

Your package has flaky autopkgtests, which are turning from fail to pass on
the same version. That causes issues for transitions and reverse-deps, since
they trigger autopkgtests for rust-numpy and failures cause things to be
stalled. This is visible at least on armhf[1] and ppc64el[2].
