I've noticed that debian/rules ends override_dh_install with:

  dh_fortran_lib -p libeccodes-dev --flavor flang-21 --builddir $(BUILDDIR)-flang-21
  dh_fortran_lib -p libeccodes0    --flavor flang-21 --builddir $(BUILDDIR)-flang-21

but debian/control build-depends on `flang-22 [!s390x]`, and `FC_OPTIONAL:=`
is empty so $(BUILDDIR)-flang-21 is never created either.

Nothing fails today only because dh-fortran can't find flang-21 and falls
back to gfortran-16, so both lines quietly reinstall the gfortran build out
of debian/tmp under a flang flavor name. It breaks as soon as that fallback
stops resolving.

This looks like a leftover from the flang-21 -> flang-22 bump. I think the two
lines can just be dropped.
