Please accept debian-edu-router 2.13.6~deb13u1 to Debian trixie.

[ Reason ]
With Debian Edu 13, Debian Edu will also provide an internet router
specialized for IP filtering tasks and proxying services at schools.

This upload fixes two issues that users encountered when testing
debian-edu-router on Debian trixie.

This upload also includes the complete Chinese (CN, TW) translations of
the debconf dialogs (which is the main means for configuring Debian Edu
Router).

[ Impact ]
Esp. the squid fix will cause problems when setting up squid-based
website filtering.

[ Tests ]
Debian Edu Router 13 is deployed at various schools, including the fixes
shipped in this upload. Manual tests on our Debian 13 based development
instance of Debian Edu Router.
