I'd like to kick off the fmtlib 11 transition.

@harry has already filed the bugs for packages that FTBFS with fmtlib 11.
Now it only has 1 package in testing that still FTBFS.
#1092841 genomicsdb, patch is provided.

Forget to mention, the last fmtlib 10 transition has trouble with autopkgtest.

The old transition bug didn't mention how it was fixed. We may need to
pay attention this time as well.

That is true, but that does not finish the transition. Transitions are
done when there are no reverse dependencies of the old libraries left in
testing. In this case, we still have libfmt10 in testing. Reopening.
