If the Debian Edu main-server is installed from BD media without
network access, the installation must not fail. Currently, we have
various scripts that run during finish-install phase that try to
download things from Debian infrastructure.

These scripts should not fail and a repeated script run (once the
system is online) should complete the installation steps. I'd vote for
not having this process happen automatically, but rather cover it in
documentation ("if you installed offline, please commence step A, B,
C, etc. manually, once internet access is available").

drop packages from it for the 13.7 build (in fact not for any 13.x
build). Have you spotted any package that was missing from the BD ISO
for 13.7?

My reference to "downloads from the internet" was rather targetting
the debian-edu-pxeinstall that tries to download the netinstaller
tarballs.

tools/improve-desktop-l10n and tools/install-task-pkgs need to be
checked, related packages should be added to debian-edu-full if missing
on BD.

i386 is gone, codebase and docs need to be adjusted. A tarball is only
downloaded if the related package is missing on BD.
