mon.d/rpc.monitor.cpp's license is not documented in the copyright file.
It is actually non-free. Please get rid of it.

There was a mass relicensing (see https://spot.livejournal.com/315640.html)
which might contain files that cover mon's version. I have not found a
good candidate by just looking at the file names.
