I am currently unable to install libssl-dev on any of my Debian 11 systems.
Here is a short test based on a public Docker image :

Looking in repo explorer the package is referenced, but the download
link is KO :
- The page does exist :

- The link is KO (404 File Not Found) :
http://security.debian.org/debian-security/pool/updates/main/o/openssl/libssl-dev_1.1.1w-0+deb11u8_amd64.deb
Same pb when digging into http://deb.debian.org/debian or
http://archive.debian.org/debian and
http://security.debian.org/debian-security : this package seems to be
referenced and reported as dependency, but does not exist neither in
http://security.debian.org/debian-security nor
ttp://archive.debian.org/debian-security (the latter does not serve
Bullseye security-originated packages).
Did I do something wrong ? Is it linked to EOL of Debian 11 ?

In a VM, starting to install a fresh Debian 11 from the netinst media,
