Some further relevant information:

* It correctly burns CDs if I boot the Lubuntu 22.04 iso and install brasero.  It fails with later versions of Lubuntu and with Debian Live Gnome stable.
* I am using a USB DVD writer (“LG Slim Portable DVD Writer”).

New versions of brasero have been released upstream since the one in
Debian. A number of commits suggest bugfixes. It might be worth
packaging it.

Since you mention that you're running Lubuntu, have you tried
reporting the issue on Launchpad? Filing a report at Debian for an
Ubuntu problem, especially at the severity level Serious, really is
bad form.

I exclusively run Debian systems.  In an effort to investigate the problem, I booted some Lubuntu ISOs to see if I could install brasero and burn audio CDs.
