Dear Maintainer,

An arch-specific reject may be in place for a package but the viewer has
no way of knowing that this is the case.

For example, silx seems to be on the reject_list for riscv64 and ppc64el
but there is no way to know this when looking at its status page. The only
clue I had was that it might be on a reject list was the lack of recent
tests; it was confirmed when I tried to reschedule a random one.

It would be nice to learn this from a banner on the arch-specific job list
page and either an icon or a note on the dashboard pages such as:
