Dear Maintainer,

I am trying to install toxcore-utils to set up the tox-bootstrapd
service.  The package omits a number of elements that would normally be
in a Debian package and that are necessary to start the service.

The package does not create the tox-bootstrapd user/group.
The package does not include the following files from upstream:
 * README.MD
 * tox-bootstrapd.conf
 * tox-bootstrapd.service

I will post my versions of these files when I get the service running.
