Dear Maintainer,

On a system installed with Chinese as the default language
(zh_CN.UTF-8), the first-boot login screen is shown entirely in
English, while the desktop session and other UI are correctly
localized in Chinese.

Steps to reproduce:

   1. Install the system with Chinese (zh_CN.UTF-8) selected.
   2. Boot to the login screen before the first login.
   3. Observe the language used by the login screen.

Actual result:

The login screen is displayed in English.

Expected result:

When no per-user language has been explicitly set, the login screen
should use the system locale and be displayed in Chinese.

ukui-screensaver-dialog currently takes the language from the
AccountsService user entry. For a newly created user, the per-user
language may be unset and AccountsService can report “en” during the
first boot.

The dialog then tries to load en.qm. Since there is no English
translation file, it falls back to the untranslated source strings.
The user language is also applied again when the authentication page
is shown, overriding the system locale.

The issue was reproduced on Ubuntu Kylin 26.10 daily with
ukui-screensaver 4.20.0.4-0ubuntu2.

Regards,

   * New upstream bugfix-only release.
   * Fix KglobalAccelHelper talking to org.kde.kglobalaccel in the
lightdm greeter: constructing QDBusInterface already triggers
service activation, and the systemd user instance in the greeter
has no DISPLAY, so the KF5 kglobalaccel5 daemon aborted with
SIGABRT five times on every boot.(Closes: #1148106)
   * Fix the lock/login screen staying in English when the user has
no explicitly set language: fall back to the system language
when the user language is empty or its translation file is
missing, both at startup and on current-user
     changes.(Closes: #1148505)
   * Hide the lightdm-xsession, kylin-wlcom and ubuntu entries from
the session switcher list on the login screen.
   * Drop the leftover no-op preinst maintainer script.
   * Install the LoadCustomPlugin example into /usr/share/doc.
   * Bump debhelper compatibility level to 14.
