 archive, as is the webpack ^5.0.0 it declares as a peer.

 Note for the reviewer: on its own the package does nothing, because it needs
 one of its sass, node-sass, sass-embedded or @rspack/core peer dependencies to
 be present.  Dart Sass is being worked on in #1140414 (dart-sdk) and the
 libsass based node-sass has an open request in #998024.  It is still worth
 having sass-loader in the archive now, as it is one of the few pieces of the
 Zotero build chain that is missing and nothing else blocks it.
