For debugging purposes please consider building a subset of targets, like

   DEB_BUILD_OPTIONS="parallel=<N> targets=i686-w64-mingw32" ...

and maybe check that the given targets are valid targets.

Note that targetutrc is not part of targets, and it's explicitly
mentioned in various rules.
