systemd-sysv-generator was removed upstream in systemd v260, so
/etc/init.d/errbot no longer gets a generated unit and errbot has no way to
start at boot under systemd.

errbot@.service does not cover this. It is a template for named instances and
differs from the init script in every relevant way. It uses DynamicUser=yes
rather than the static errbot user, it stores state in
/var/lib/errbot-<instance> rather than /var/lib/errbot, and it reads
/etc/errbot/<instance>-config.py rather than /etc/errbot/config-template.py.
Anyone upgrading from the init script has no instance to migrate to. That is
also why the systemd mass bug filing missed this package.

The fix is a single instance errbot.service mirroring the init script, with
the init script kept in place for sysvinit users.
