Dear Maintainer,

Mupen64Plus 1.15 on Debian 13 opens the webcam by default when launching a game
(OpenCV/GStreamer logs confirm it). There is no option in the GUI to disable it,
and the config file does not expose a clear toggle. This is unacceptable default
behavior. Please either disable it by default or expose a visible option."
