RTLCSS is a framework for converting Left-To-Right (LTR) Cascading Style
Sheets (CSS) into Right-To-Left (RTL).  It ships both a library and an
"rtlcss" command line tool (the package.json declares a bin).

I need it for the PostCSS pipeline of the Zotero note-editor, which I am
packaging for Debian (ITP #1148540).  postcss-rtlcss depends on rtlcss, so
that one is blocked on this package; I am filing a separate ITP for it.

Note on versions: upstream 4.x needs escalade, picocolors, postcss and
strip-json-comments, all of which are already in the archive (escalade via
node-browserslist), so the dependency chain is clean.

I intend to maintain this package within the Debian JavaScript team.
