It appears you are fully charged (100%).

It's normal that it shows "not charging" in this case.

upower is a just a very small layer atop the kernel.

Please run

cat /sys/class/power_supply/BAT0/voltage_now
and
cat /sys/class/power_supply/BAT0/current_now

when the battery is charging and report back with the values.

As you see, upower is only reporting what it get's from the kernel.

So this is either a kernel issue or a firmware/driver issue.

Thus closing the bug report against upower.
