control: reassign -1 nscd,manpages

Hi,

The nscd(8) manpage you linked above comes from the Linux man-pages
project, which in Debian is shipped in the manpage package. The nscd(8)
and nscd.conf(5) manpages are in the sources but not shipped in the
Debian package.

Tobias, would it be possible to ship this in the manpage project? That
would need some synchronization, I guess something like:
- nscd stops shipping the nscd(8) and nscd.conf(5) manpages and adds
  Recommends: manpages
- manpages starts shipping those man pages and adds a Breaks: +
  Replaces: on older nscd version.

What do you think?
