doesn't declare it as a runtime dependency anymore, it's only needed
when a pytz-style tzinfo is passed, and for the test suite

* Dropped the fix-tz.patch, now fixed upstream.
* Added pybuild-plugin-pyproject and python3-hatchling to build-depends,
removed the override_dh_auto_{build,install,test} targets so everything
is delegated to pybuild (upstream switched from setup.py to
pyproject.toml with the hatchling backend), and added the missing
dh_auto_clean call in override_dh_auto_clean.
